STEPHEN JAMES POLLARD

Stephen J. Pollard is an economist with over 38 years’ experience in development throughout the developing world. A UK and Australian national, Mr. Pollard worked for the Asian Development Bank from 1996 to 2011. He started with ADB as a Project Economist working in what was then known as the Office of Pacific Operations. He worked for the Poverty Unit of ADB’s Strategy and Policy Department from 2000 to 2001. Apart from that period he has spent all his time with ADB in the Pacific Department.

Working for ADB’s Pacific Department, Mr. Pollard was responsible for designing and implementing ADB projects, programs, country and regional strategies and enhancing ADB’s knowledge of development and development effectiveness throughout the Pacific region. He designed and managed most of ADB’s knowledge work in the Pacific over the past 15 years. This includes economic reports and work on development policy, political economy, State performance, poverty and capacity development. He also worked as a desk officer and country economist. From 2002 he supported the work of the Director General of the Pacific Department. In this latter capacity he was responsible for leading the department's preparation of the current ADB strategy for the region, “Pacific Approach, 2010 to 2014.

Mr. Pollard began his career with the World Bank in Malawi, Africa. He has worked in over 30 developing countries, including living and working in Malawi and Kenya in Africa and in Kiribati in the Pacific.

Prior to joining ADB, Mr. Pollard was a Research Fellow with the Pacific Islands Development Program of the East West Center in Hawaii. He was previously a director of a private company in Australia that provided consultancy, training, and recruitment services in Asia and the Pacific. He was a member of the Kiribati Trust Fund (RERF) management committee from 1983 to 1986 and he represented the Government of the UK on the Tuvalu Trust Fund Advisory Committee from 1992 to 1995. He has worked for governments of developing countries, for research organizations, and as a private consultant.

Mr. Pollard holds a Bachelor’s Degree in Economics from the University of Lancaster (UK) and a Masters degree with Distinction in Agricultural Economics from the University of Leeds (UK).
