TRAINING OF THE NATIONAL WATER RESOURCES BOARD IN KNOWLEDGE MANAGEMENT          

         In 2006-2007 CCLFI.Philippines provided training for the National Water Resources Board (NWRB) in knowledge management.        

        The training covered basic KM, business process analysis and mentoring of an internal KM team in setting up an intranet and using it as a platform for automating a sample business process, namely, the water permitting process. CCLFI adopted measures to increase chances of project success and sustainability: (a) obtaining support of top management, (b) clarifying roles and functions and reducing “silo thinking” by working to document, systematize and automate a business process that cuts across units, (c) training in the technology of setting up an intranet using open-source platform,   (d) setting up an in-house KM team – consisting of a Process Sub-team, a Technology Sub-team, and a Change Management or People Sub-team – with specific post-training tasks and responsibilities, and (e) enculturating a habit of learning in the KM Team.         

        One of the KM team members remarked, “the development of the Intranet was a very challenging activity. To be able to put all the information and knowledge in one-stop shop for the benefit of the organization is just a great achievement.”        

        The KM services performed:    

        Training in basic KM
        Training in customer survey for business process
              improvement
        Training in business process analysis: work flow diagramming,
             data and document flow diagramming, decision rules
        Mentoring in how to design and set up an intranet using Drupal
        Training in automating a business process
