 ASSISTING NEDA IN SETTING UP QUALITY MANAGEMENT AND BUSINESS SYSTEMS


         The National Economic and Development Authority (NEDA), the country’s central economic and development planning agency, is now engaged in a training project that will improve its business systems. Funded by the Philippines-Australia Human Resource Development Facility (PAHRDF), the project entitled “Capacity Building for Effective Quality Management and Business Systems” seeks to enable participants to develop, install, and implement two revised administrative processes: an Oracle based payroll system, and a Web-based employee orientation system. The project commenced on September 22, 2008 and is expected to end on April 10, 2009.

          This project makes NEDA among the first government agencies to take steps in building its capacities towards a Quality Management system in line with Executive Order 65 (EO 65) signed by President Gloria Macapagal-Arroyo last February 23, 2007. EO 65 mandated the institutionalization of the “structure, mechanisms and standards to implement the government quality management program”. 

          NEDA’s Quality Management training seeks to make it the pilot government agency to run a Web-based orientation system and a model for computerized administrative processes, particularly the payroll process.

          The training consists of seven components implemented through a combination of cutting-edge training, coaching and mentoring approaches. The first component focused on the familiarization of Quality Management principles and application of the use of business process tools using actual workplace data. The second to fourth components revolve around the identification of requirements for the payroll system, and the actual development of the Oracle-based payroll system. The fifth and sixth components focus on storyboarding and the production of the Web-based e-learning system.

          To serve as a place for the creation of the two systems, a Systems Development Laboratory (Dev Lab) has been set up on the second floor of the NEDA Building in Pasig City. The Dev Lab houses five networked desktop computers linked to the Internet, and two servers, one server for each system. This Dev Lab is dedicated to the training and will be used to perform maintenance of the two systems after the training.

          The training involves twelve NEDA staff from the Administrative Staff, Information Technology Coordination Staff and Management Staff. It is being implemented by the nominated training service provider CCLFI.Philippines, a non-profit organization that focuses on knowledge management and knowledge-based development.
