ASSISTING NCRFW* SET UP THEIR KM SYSTEM
*National Commission on the Role of Filipino Women

Since November 2007, CCLFI has been helping NCRFW set up their KM System. The approach consisted of the following actions:

Seek official and personal support from the Executive Director and most of the Division chiefs.

KM training of a cross-functional group of middle-level managers, which was later formalized into the NCRFW KM Team consisting of four Sub-Teams: People Sub-Team, Process Sub-Team, Technology Sub-Team, Stakeholder Sub-Team and the Integration Sub-Team consisting of the leaders of the first four sub-teams. Sub-Team leaders are Division Chiefs and the Deputy Executive Director.

Workshops which achieved consensus on (a) the goal of making the Commission a “living, learning organization”, (b) corresponding target organizational competencies and to support these, the (c) KM Team vision, values and target team competencies.

Various exercises in the workshops sought to draw out inner sources of individual motivations and energies towards organizational learning: a group process of surfacing and affirming each other’s unique talents and genius, practical exercises in personal mastery useful in assigning appropriate process owners, using MBTI to better understand and utilize each other’s unique thinking and doing styles, etc.

The KM Team formulated their 3-year KM Roadmap, 12-month targets and behavioral indicators/metrics.

Mentored practice in selected KM tools along the Roadmap and towards the set target KM or learning organization competencies, such as (a) GAD taxonomy, (b) expertise directory, (c) GAD portal, and FGDs among stakeholders to engage their participation and ownership of the portal, and (d) documenting and simplifying/improving two business processes.

Embedding of organizational learning habits in all work processes: mini-LLS (lessons-learned sessions) at the end of any activity, documenting learning of the team, being explicit about one’s assumptions, daily use of a personal Learning Journal, etc.

Set up of an e-group and formulating e-group protocols for continuing communication among the KM Team members and with the CCLFI mentors/resource persons.

Full process documentation of workshops to provide, among others, data for a learning history that may be decided to be reconstructed in the future.
