Our EngagementsASSISTING THE DEPARTMENT OF HEALTH In 2005-2006, CCLFI.Philippines assisted the Department of Health of the Philippine Government – through the KM Division of its Information Management Service – select and form an internal KM Team with members drawn from various bureaus, centers and services. The KM Team underwent weekly training in KM. CCLFI then advised the KM Division in obtaining formal and budgetary support from the top executives of the Department. With this support, an organization-wide KM audit was undertaken. A survey of stakeholder needs was administered. These provided input data to a KM Team workshop to formulate a KM strategy for the Department. The design of the workshop incorporated modules to optimize the overlap between personal and organizational goals, among others to strengthen teamwork. One of the KM Team members’ observation during the workshop was: "In spite of difficulty in work and sometimes in interpersonal relationships and the office, there are shining moments that you could think of where you best fit in the department. Focus on those moments makes you think your time and effort are not wasted after all." In the next project, CCLFI assisted the KM Team in “learning KM by doing KM” where they designed, tested and implement three web-based KM tools under the mentorship of CCLFI experts. The tools were: FAQ and client supports in Bureau websites, wiki functionality for collaborative authoring, and improvement and computerization of a business process. The DOH KM Team learned three additional web-based KM tools through a subsequent project: metadata system (including knowledge taxonomy) for DOH documents, White Pages (or expertise directory) and health facilities directory.
