ASSISTING THE NATIONAL COMMISSION ON THE ROLE OF FILIPINO WOMEN IN SETTING UP THEIR KM SYSTEM

 

      The top leadership of the Commission – a Philippine Government agency attached to the Office of the President – started off as already convinced of the need for KM in their organization. Thus, the Commission together with CCLFI identified the first activity as training in basic KM for its top managers.  The concrete output of that activity was a first-pass of their three-year KM Roadmap.

        The Executive Director formally created a cross-functional KM Team. Several organizational diagnostics were conducted: Rapid KM Assessment©, Capability Assessment Checklist©, MBTI profiles of KM Team members, and Learning Organization Diagnostics©. CCLFI provided design and facilitation of team-building and team-learning workshops for the new KM Team, which were organized into 5 sub-teams: People Sub-Team, Process Sub-Team, Technology Sub-Team, Stakeholders Sub-Team and Integration Sub-Team consisting of the four team leaders.

        The KM Team decided to adopt the mission of helping the Commission become a “living, learning organization” and specific organizational and personal competencies to implement such mission. One-year action plans were formulated per sub-team, focusing on practice of at least one priority KM tool addressing the desired competencies.

        Practice of the KM tools is through workshop training and on-the-job e-mentoring by CCLFI experts. The KM tools selected were: computerization of a priority business process, construction of a GAD (Gender and Development) taxonomy and testing/applying it in building a GAD Expertise Database, integrate KM into their existing M&E (Monitoring and Evaluation) systems, collection and organization of existing work templates for easy re-use, and mobilization of stakeholders towards co-design and co-implementation of a planned GAD Portal.
